This report is a contribution to the OECD Innovation Strategy on the features of educational approaches and systems that appear to stimulate creativity, initiative, and risk-taking among students.

The paper (58 pages) examines selected theoretical contributions from natural and social science and compare
selected features of educational approaches and systems across OECD countries.
Based on this review, the paper develops the main implications for measurement and policy.

This paper has been prepared as a background paper for the OECD Innovation Strategy. The views expressed herein are those of the author and do not necessarily reflect the official views of the OECD or of the governments of its member countries.
